Does every Lower Mainland municipality require a QP hazmat report for a demolition permit?
Yes. WorkSafeBC OHS Regulation Section 20.112 is a provincial requirement that applies across all of BC. Every municipality in the Lower Mainland — including Vancouver, Burnaby, Surrey, Coquitlam, Richmond, New Westminster, North Vancouver, and all others — requires a Qualified Professional hazardous materials survey report and declaration before issuing a demolition permit.
Who qualifies as a Qualified Professional for a demolition permit hazmat report in BC?
WorkSafeBC accepts the following designations: Canadian Registered Safety Professional (CRSP), Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Registered Occupational Hygienist (ROH), and Professional Engineer (P.Eng). MP Environmental Consulting holds both CRSP and CSP designations.
How long does it take to get a QP hazmat report for a demolition permit?
Laboratory analysis takes 2-3 business days from sample submission. The complete QP report and declaration are delivered within 5-7 business days of the site visit. Expedited service is available when demolition permit timelines are urgent.
What if hazardous materials are discovered after demolition starts?
If hazardous materials are found after demolition has begun, work must stop immediately. A Qualified Professional must reassess the material, determine the appropriate management procedure, and update the hazardous materials report before demolition can resume. A thorough pre-demolition survey prevents this costly situation.
